Title: TRANSPORTATION PLANNING IN DEVELOPING COUNTRIES
Abstract: The article's aim is to provide guidelines for systematic planning for transportation in developing countries. It recommends an integrated and comprehensive approach to planning and analysis aimed at three identified principal deficiencies in project approach: 1) total system effects are not considered in the evaluation of single projects; 2) the transportation plan is not related to the overall economic plan; and 3) different effects of alternative pricing policies are not considered in conjunction with investment decisions. Provided are: recommended improvements in planning practice; a model for the evaluation of transportation alternatives; a review of model characteristics; and model applications.
