Title: THE BURLINGTON NORTHERN'S VIEW OF THE STATES' RAILROAD PLANNING
Abstract: Railroads and states can often have differing viewpoints in appraising light-density rail lines, despite provisions of the 4R Act which require cooperation. The constructive approaches used by one state in response to ICC-sanctioned abandonment of a 5-mile branch line are discussed. While railroads are often called upon to supply data for rail planning, this requirement is not applied uniformly to their competitors and can produce distortions in the planning process. Good rail planning requires cooperation between government and private enterprise.
