Title: SITUATION AND POLICY OF TRANSPORTATION IN SHANGHAI AT TURNING OF THE CENTURY
Abstract: This paper discusses research on the overall conditions of the transportation in the metropolitan Shanghai. Based on the relationship between economy, land use and transportation, the following four contradictions and their causes have been found: 1) Traffic volume is too heavy vs. rather slow vehicle speed; 2) complete saturation of the roads; 3) the irrational proportion of passengers by travel modes; and 4) deterioration of public transit and congestion caused by road traffic. Based on developmental trend of socioeconomics and geography, paper provides forecasts on both passenger and freight transportation. Distribution of traffic flow, modal split and assignment of traffic flow on roads are also stated. The strategy for transportation development and the planning of key transportation facilities are developed.
