Title: PROSPECTUS FOR A RELEVANT TRANSPORTATION PLANNING PROCESS
Abstract: Cooperative urban transportation processes through Metropolitan Planning Organizations, their development, refinement, and success are discussed. The extent of success achieved can be judged in its relevancy to both real and perceived issues of its participants. The article offers a short list of activities that must be part of the contiuing prospectus of any MPO or other transportation plannng group if relevancy is to achieved. The activities are as follows: scan the planning environment; recognize reality; find the 'holes' in the planning process; stay ahead of needs; develop technical and political credibility; seek influence, not control; appreciate incremental movement in the right direction; and maintain working relationships. Each of these areas are discussed.
