Title: Get on the Bus: Traffic Signal Priority Control and Bus Rapid Transit
Abstract: This paper describes how DeKalb County Georgia implemented a successful traffic signal priority control project along Candler Road, a major commuter route, in 1999. Traffic signal priority control was a new concept for the Atlanta area at the time of the project implementation. The project gave priority to Metropolitan Atlanta Rapid Transit Authority (MARTA) buses traveling along the corridor at seventeen signalized intersections. The project was the first of its kind to be implemented in the United States. It was unique in that it not only gave priority to MARTA buses, but it did so on a normal, non-express route while at the same time maintaining traffic signal coordination. This paper describes how DeKalb County has once again joined forces with MARTA to implement two Traffic Signal Priority Control projects within DeKalb County along MARTA routes. The two corridors chosen for the project are Buford Highway and Memorial Drive. On Buford Highway the priority control project, (twenty-three intersections) will be of the same type implemented by the County on Candler Road in 1999. The Memorial Drive project, (twenty seven intersections) will be different in that it will be implemented with MARTA’s implementation of its Bus Rapid Transit Project (BRT). The BRT will provide both an express and a limited bus service. DeKalb County received Federal funding for the project allocated through the Federal Transit Administration (FTA). This paper discusses the implementation of the two new bus priority systems. The paper will highlight the implementation of the Bus Rapid Transit (BRT) and the installation of “queue jumpers”, the first in the Atlanta Area.
