Title: LOAD-PERMIT TRUCK OPERATIONS IN NEW YORK STATE
Abstract: This paper presents the results of a survey of indivisible-load permit vehicle operations in New York State. The survey was conducted in the context of an investigation into the impacts of this fleet of vehicles on operating efficiency, safety, pavements and bridges in New York State. The paper discusses the details of the development of a random sample of these vehicles and of the survey procedure used to obtain a reliable information base for impact assessment. The results of the survey showed that the load-permit trucks largely operate in short-haul operations and that they are mostly 3-axle rigid dump trucks owned and operated by the construction industry. Furthermore, the analysis of the survey results indicated that the data base was suitable for conducting the impact analyses for which the data were intended. To the authors' knowledge, this is the first sound data base available for analyzing the impacts of load-permit truck operations.
