Title: Route development planning in New South Wales, Australia
Abstract: The corporate plan for the Roads and Traffic Authority (RTA) of New South Wales comprises a series of state wide strategic plans, that give direction to the decision making process at the regional level. The state network performance strategic plan outlines the targets for the performance of the road network at the state level. This particular plan is a vital part of the corporate plan in New South Wales, as these targets are set to fulfil the charter and meet the objectives of the organisation. All activities in the organisation need to be measured against these targets to ensure all branches of the organisation develop programmes with common goals. One type of plan developed at the regional level, within the umbrella of the state network performance plan, is the route development plan. This allows management and development of a long route as a whole, with the key element being consistency. A technique used to assist with the preparation of this type of plan called STARS (Strategic Analysis of Road Systems) is outlined in this paper. The route selected is the Pacific Highway, a major intra state and tourist road servicing the fast growing north coast of New South Wales.
