Abstract: The UK Government has announced legislation to reform the planning system. The Planning and Compulsory Purchase Bill is the first piece of major planning legislation since 1991. It will simplify the framework supporting the planning process, support policies relating to investment in major infrastructure and regeneration and speed up the processes for dealing with major infrastructure projects. The main proposals include measures to replace local plans, unitary development plans with local development documents, introduce new business planning zones, promote sustainable development as a valid reason to use planning powers, and improve the functioning of the compulsory purchase system. The implications for the rail freight industry are considered.
