Abstract: With 2.2M inhabitants, Napoli is by far the largest city in southern Italy, and faces big challenges; no European city has a higher population density. Much progress has been achieved, especially since 1993, to clean up the city's crime, poverty, and decay. The old city centre is being restored, and modern residential areas are being built. However, this job is unfinished and the road system, with its chronic congestion, urgently needs improvement. Buses and trams move with frustrating slowness, because all their traffic lanes are used by cars. The problem can only be solved by public transport, which is already used for 70% of journeys in the city. Plans are being implemented to upgrade its public transport, and the tramway system will play a major part. In 1999, the city council of Napoli decided that the tramway city should be maintained and improved. This article outlines the plans, and includes a route map of existing and planned tramways, railways, metro lines, and funicular lines, all of which are powered by electricity, like the trolleybus network that will soon be modernised. Much money has been spent on renovating the funiculars, which are essential for travel up the city's steep hills. The whole tram system will be re-equipped, and 22 articulated low-floor trams will soon be ordered.
