Title: APPLICATIONS OF HDM AND USER LIFE CYCLE ANALYSIS METHODOLOGIES FOR HIGHWAY DESIGN AND MAINTENANCE MANAGEMENT
Abstract: A country's economic development and the prosperity of its people are strongly associated with the development and physical condition of its transportation infrastructure. This requires the development of short- and long-term plans for transportation network preservation and upgrading. Because of the limitation of available funds and competing needs, it has become important to make investment decisions and select cost-effective strategies based on a high rate of return over the project life cycle. This paper gives results of user and agency life cycle cost/benefit analysis for preservation and upgrading of road infrastructure. Some results of the World Bank's HDM III program and the USER software are presented for selected highway sections in different terrains and environments. It is shown that life cycle analysis over longer performance periods can lead to improved and cost effective investment planning and decisionmaking processes.
