Abstract: The changing road transport demands on pavements in Australia in recent years have demanded the development of strategies for provision of these pavements which are no longer empirically based on past performance. The new strategies must rely on a more fundamental understanding of loading characteristics, material properties and structural pavement analysis. In response to this demand, NAASRA, in 1987, released 'Pavement Design - A Guide to the Structural Design of Road Pavements' - a considerable advance in pavement design in Australia. The Queensland Department of Transport (previously Main Roads Department), has since taken the principles of the NAASRA Guide, combined them with further research findings and applied them to Queensland conditions to produce the Main Roads 'Pavement Design Manual' for flexible and semi-rigid pavements. This paper describes the development of this manual and its contents, with particular emphasis on the following areas. (1) The extensive consultative process which was used to incorporate practical field experience and knowledge from designers, constructors and users. (2) The findings of various research programs - internal, Australia wide and overseas, were applied and incorporated. (3) The principle that more economical and technically superior solutions will be possible if the designer has a greater choice of options and an awareness of the implications of adopting particular strategies, was adopted. (4) Maximum performance is sought from available materials and funds through the provision of different design standards and materials standards.
