Title: INNOVATIONS IN LONG-RANGE TRANSPORTATION PLANNING: A REVIEW OF FLORIDA'S TWENTY-FIVE MPOS
Abstract: In order to gain a comprehensive understanding of the issues and concerns facing Metropolitan Planning Organizations (MPOs) in Florida, the Center for Urban Transportation Research (CUTR), in 1997, thoroughly reviewed the long-range transportation plans for each of the state's 25 MPOs. The study made numerous substantial recommendations for improvements to MPO long-range plans. In 2000, CUTR conducted a comparative review of updated long-range transportation plans produced by the 7 Florida MPOs located in clean air non-attainment areas. In 2002, CUTR was again given the opportunity to review Florida's 25 MPO long-range transportation plans following the completion of the subsequent update cycle. This paper compares the recent updates of Florida's 25 MPO long-range plans with the versions completed 3-5 years earlier. Findings should be of considerable interest to MPOs nationwide.
