Title: The benefits of refining the road maintenance intervention strategy.
Abstract: This paper is written to present the results of a study completed on three road networks. The study was undertaken to look at the current road maintenance strategies and activities in order to identify opportunities for improvement. With increasing pressure on road maintenance budgets to meet existing levels of service and growing usage demands on the road network, there is a need to optimise the effectiveness of the money spent on maintaining this valuable asset. The study is based on the strategies and road maintenance records of three road controlling authorities (local councils) for the 2007-2008 financial year. It looks at the current strategies and all the pavement maintenance activity that was undertaken. The physical works completed over this period is summarised to create an understanding of the intervention philosophy. This data is then compared to 'optimal' performance based on the proactive or early intervention philosophy. The results demonstrate an opportunity to reduce road maintenance costs significantly, improve road user safety and reduce the impact road maintenance has on the environment. The key to obtaining these benefits by refining the intervention strategy is detailed in this paper.(a) For the covering record of this conference, please refer to ITRD abstract no E220164.
