Law enforcement by the police to control roadside parking has certain limitations. It is therefore necessary for both the public authorities and the private sector to cooperate in the joint implementation of a complex package of measures (Car Parking Management), including guidance and information as well as countermeasures against cargo handling on the streets. In this context, the Tokyo Metropolitan Government, the Metropolitan Police Department and the Ministry of Land, Infrastructure and Transport carried out a two-month social experiment on Car Parking Management in the Shibuya area of Tokyo which tends to be particularly congestion-bound with its intense traffic load. The experiment took place from October until the end of November 2000 and was implemented on a trial basis within this limited period. The findings have produced a tangible effect in curtailing roadside parking, regularizing cargo handling, and facilitating the flow of traffic. For the immediate future, Car Parking Management measures will be deployed on the basis of the results obtained from the experiment.Read More
