Title: PLANNING AND MANAGING PUBLIC TRANSPORT IN SWEDEN
Abstract: This paper deals with the efforts of the Swedish authorities in Stockholm and the Goeteborg greater urban areas to combat the impact of a rapid growth in car ownership, the decay of the environment and the shortage of energy. In Sweden the national support of urban transport is very limited. The political management of the publically owned transport system was at a local level until mid -1981 when a new act formed a joint county and municipal responsibility. Public transport in Stockholm is now run by a shareholding company controlling all transport modes in the area with all shares held by the county council. Through ticketing is provided for all customers in the entire region. In Sweden the national government decides on regulations for national grants and for vehicle dimensional performance. County governments are responsible for standards, policies, fare integration and financing investment and operations. The physical planning routes and fare structures are decided by municipal government. Details are given of the planning processes, problem analysis and transport standards adopted. Other factors considered include comfort and accessibility. (TRRL)
