Abstract: In this short statement, the UK Minister for Local Government and Planning discusses transport and regional planning for South East England in relation to the environmental context. The South East is especially important for enabling the UK to meet European opportunities, and provides links to the Channel Tunnel. The UK Strategy for Sustainable Development, published in January 1994, states the Government's approach to sustainable planning. The PPG13 planning policy guidance draft will state clearly how local planning authorities can reduce the need for travel and provide people with a choice of travel modes. Regional Planning Guidance will be available soon, based on the principles of: (1) economic performance; (2) sustainable development and environmental improvement; and (3) opportunity and choice. Key transport issues are: (1) improving communication within the South East and between it and other parts of the UK and Europe; (2) reducing and managing congestion and its impacts; (3) providing better relation between home, work and other activities to reduce travel demand; (4) encouraging more efficient modes like walking, cycling and public transport; and (5) improving the environment.
