Abstract: THE WISCONSIN VIEWPOINT IS PRESENTED ON CERTAIN ADMINISTRATIVE ASPECTS OF URBAN TRANSPORTATION PLANNING. STUDY ORGANIZATION, PLAN ADOPTION, AND CONTINUING PLANNING EFFORTS ARE REVIEWED. REGIONAL PLANNING COMMISSIONS IN WISCONSIN HAVE ACCELERATED THE PLANNING PROGRESS IN URBAN AREAS. RELATIONSHIPS ARE DISCUSSED BETWEEN A SINGLE PURPOSE AUTHORITY AND THE REGIONAL PLANNING COMMISSION. FOR A SUCCESSFUL PLAN ADOPTION, IT IS RECOMMENDED TO USE THE PROCESS OF MUTUAL PLAN ADOPTION WITH LOCAL COMMUNITIES. SOME THOUGHTS ARE PRESENTED ON FUNCTIONAL PLANNING VERSUS COMPREHENSIVE PLANNING.
