Abstract: This article describes how global railway suppliers have struggled with the relative lack of clarity when it comes to U.S. safety standards for passenger railroads for years. The Federal Railroad Administration (FRA) issued a document entitled “Technical Criteria and Procedures for Evaluating the Crashworthiness and Occupant Protection Performance of Alternatively Designed Passenger Rail Equipment for Use in Tier 1 Service,” in October of 2011. This document is intended to streamline and unify North American passenger railcar safety standards to meet the 21st century needs. The FRA has decided to develop alternative criteria and procedures for assessing the crashworthiness of rail passenger equipment that are applicable to a wide range of equipment designs. The FRA is in the process of updating regulations to better reflect modern technology.
