Abstract: Detailed test of urban traffic management systems have shown that they can cut journey times by up to 20% and pollution levels by 10-20%. These figures were discovered in field trials of the European Community's Quartet Plus project in cities of Turin, Athens, Birmingham, Stuttgart, Gothenburg and Toulouse. A series of ITS applications in these cities were systematically tested during 1997 in order to measure the benefits to operators and users and to provide answers to the following fundamental questions about the operational potential of ITS: What is the extent of improvement by traffic and public transit management systems? Is it possible to inform users in such a way as to influence their behavior, increasing the efficiency and comfort of their trips? Is there a risk of negative effects, such as saturation of recommended routes or increase in overall transportation demand?
