Title: THE CHANGING CONTEXT OF URBAN TRANSPORTATION PLANNING
Abstract: This paper proposes a doctrine of maximum flexibility combined with minimum fixed commitment in urban transportation planning. This suggests a greater emphasis on comprehensive traffic management with a lesser emphasis on highway construction. A more flexible approach involving joint working by professionals and politicians is advocated and it is argued that land use planning and transportation planning seem to be moving further apart, implying that extra resources may have to be expended to alleviate the effects of this breakdown.(a) (TRRL)
