Title: YELLOW BOOK ROAD: THE FAILURE OF AMERICA'S ROADSIDE SAFETY PROGRAM
Abstract: This report is the result of a one-year study examining the highway design, review, and construction process; identifying sources of design and construction failure; and recommending means of improving the process. Over 100 state and federal highway officials were interviewed and some miles of new Federal-aid roads in eight states inspected. Evaluative criteria were based on the 1967 recommendations of the AASHO publication Design and Operational Practices Related to Highway Safety (the yellow book) and supplementary directives issued by FHWA. A major overhaul of the Federal-Aid Highway Program is recommended, including the separation of the regulation of highway design and safety from the promotion of highway construction.
