Title: A FRAMEWORK FOR PLANNING AND MANAGEMENT OF CONGESTION PRICING SCHEMES
Abstract: The cost of traffic congestion due to lost time and productivity, excess fuel consumption and pollution, increased accident risk, and the excessive driver stress, runs into billions of dollars each year. The percentage of peak-hour travel on highways and arterials that occurred under congested conditions has been continuously on the increase in Australia and the U.S. Conditions are expected to worsen unless some positive measures are taken. This paper deals with one of the several possible approaches to congestion management - congestion pricing. It aims to provide a framework for the selection, planning, design, implementation, and management of congestion pricing schemes.
