Abstract: Using a hot mix asphalt concrete overlay to rehabilitate existing pavement is a method of pavement maintenance that, when done properly, can result in pavement stronger than the original and pavement that will require less maintenance in the future. When evaluating a pavement, emphasis must be placed on: (1) Thickness, by studying the construction plans, by field inspection or both, (2) Surface condition, which needs to be evaluated by field inspection, (3) Structural adequacy for current and future use, which should be evaluated by studying both surface condition and pavement components or by measuring pavement deflection.
