Abstract: As the debate over reauthorization of the Intermodal Surface Transportation Efficiency Act (ISTEA) intensifies, CT presents two disparate views on the subject. Jeff Blum, transportation policy director of the consumer watchdog group Citizen Action in Washington, DC and coordinator of the Campaign for Efficient Passenger Transportation, examines ISTEA and argues for its continuation. Mark Pritchard, general manager of the Metropolitan Tulsa Transit Authority and president of the Oklahoma Transit Association, discusses the inherent inequities in current ISTEA funding streams and the basic needs of so-called donor states.
