Abstract: This report describes the fact that CO2 emissions in Sweden have been halved. Traffic is the source of most pollution. Technology must be created to prevent increased welfare in the developing world causing vast increase in fossil fuel use. Individuals should: buy a car of low petrol consumption next time; walk or cycle as much as possible. Government should: reduce allowances for company cars; introduce full taxation for subsidised parking at work; legislate for large car parks near rail and bus stations; require owners to maintain catalytic converters and base car tax on state of converter; modify standard tests for exhaust emissions; spread information about large savings to be made by driving more calmly and slowly; arrange competitions for extremely low petrol consumption; exempt first 10,000 electric company cars from taxation; abolish VAT on public transport and hire cars; raise petrol tax in stages. Research should: prioritise solar energy research; develop technology for car sharing using mobile telecommunications.
