Title: Providing Freeway/Arterial Control Coordination - the I-5 / Barbur Blvd. Experience in Portland, Oregon, USA
Abstract: One of the goals of ITS has been to provide coordinated control and operation of both freeways and arterials within logical regional transportation corridors. Many metropolitan areas have struggled with how to best plan, design, install, and operate such systems. Most of the literature offer few true success stories. The City of Portland and the Oregon Department of Transportation (ODOT) have cooperatively developed a coordinated corridor control system for a freeway/arterial corridor in Portland. The I-5 freeway and Barbur Boulevard arterial parallel each other for approximately 3 miles in southwest Portland. The freeway ITS system was designed and installed by ODOT, while the arterial ITS system was designed and installed by the City of Portland. The consulting firm of DKS Associates helped develop the overall concept of operations and the detailed operating procedures. This paper describes how State and City agencies have worked together to provide an integrated ITS system in a freeway/arterial corridor. The paper describes the ITS equipment in the corridor, but primarily focuses on the operating rules developed for the corridor. This paper should be of interest to other state and local agencies trying to develop improved corridor control for incident management.
