Title: A Public Private Adaptive Traffic Control and Its Deployment
Abstract: This technical paper discusses the implementation of a comprehensive Adaptive Traffic Control System /Intelligent Transportation System (ATCS/ITS) for the Douglas Park multi-use development project in Long Beach, California. The authors describe the deployment process, the institutional considerations, and the anticipated benefits of the ATCS/ITS implementation. The Douglas Park project is the redevelopment of more than 260 acres of former and existing Boeing C-1 aircraft production facilities in Long Beach. The project will provide for the replacement of over five million square feet of floor area dedicated to research and development (R&D), office, warehousing, manufacturing and other aviation-related uses with a new mixture of R&D, light industrial, office, retail, hotel, residential, aviation-related and other ancillary uses. The use of an adaptive traffic control and its ITS components are anticipated to ease the project’s impact on an area comprising eight major arterials with almost 165 signalized intersections and four state freeways surrounding the area. The proposed ATCS will adjust traffic signal timing plan parameters (splits, cycle times and offsets) to variations in traffic flow due to incidents, special events, and other planned or unplanned impacts on the network.
