Abstract: This article returns to a broad overview of the world's railways, using information relating to 1990 in most cases. Information for additional railways, notably South Africa and the former Soviet Union (FSU), has been added or expanded and reflects the situation just before the break-up of Soviet Railways. Some of the earlier analytical measures have been modified as a result of comments received. Several of the world's railways -- FSU, U.S., Canada, China, and Japan show up at the top of nearly every measure of performance. While a few others - South Africa, Korea, India - perform well by some measures, and Egypt and the Netherlands in only one measure. In all cases, there is a known reason for high performance: heavy and intense freight operation, good technical capability and local manufacturing sources. For most other railways, it can be impossible to distinguish between 'developing' versus 'developed' railways.
