Abstract: The paper describes the method being used to develop a Pavement Management System for the Roads Corporation of Victoria (RCV) Australia, and the reason for this development. A significant amount of money is being spent on the preservation of pavements on the developed road network in the State of Victoria. In the past, the amount of work and expenditure required for this purpose has been based on judgement as a result of local knowledge of the road system, and the perceived changes in its condition. Considerable variation of approach exists between different parts of Victoria with resultant uncertainty as to whether the optimum benefit is being derived from the money which is spent. The RCV has set objectives for the development of a systematic approach to the management of pavement condition. These objectives require the adoption of a computer-based system for the evaluation of alternative strategies for pavement preservation, which are compatible with the method of fund allocation in Victoria. Two such Pavement Management Systems (PMS) have been evaluated, namely the Texas RAMS and the Arizona Department of Transport PMS. The results of this work are discussed, including the data used as input to describe pavement condition and its method of collection, the method which each system uses for optimizing expenditure on pavement preservation, and the output which can be obtained.
