Title: TRANSFORMATION OF THE TRAFFIC ENGINEERING FUNCTION AT PENNDOT
Abstract: Traditionally, traffic engineers have a goal to provide for the safe and efficient movement of people and goods on the highway system. Over the past several years, this role of the traffic engineer has become more complex and comprehensive because of heightened emphasis on multimodalism, the revolution taking place in intelligent transportation system improvements, the active participation and role of planners, and the increasing expectations of customers. The Pennsylvania Department of Transportation (PennDOT) has organized a broad range of functions to address this overall goal under one bureau: the Bureau of Highway Safety and Traffic Engineering. Over the past few years, PennDOT has been embarking upon a major journey to significantly improve performance excellence at all levels using the Malcolm Baldrige National Quality Award Criteria. The criteria has seven categories for assessing organizational performance: leadership, strategic planning, customer and market focus, information and analysis, human resource focus, process management, and business results. This feature describes some of the bureau's efforts relative to each of the seven categories and the significant changes that have already taken place and that will continue to occur to improve performance excellence.
