Title: ACHIEVING MODAL TRANSFER TO A BUS-BASED LOCAL PUBLIC TRANSPORT SYSTEM
Abstract: The bus is, in the majority of UK towns, the only cost-feasible mainstay of the urban public transport system. In an era when reduced utilisation of the private car must be taken seriously for both operational and environmental reasons we must rely on urban public transport to maintain our urban economies. We therefore need to know to what extent we can realistically promote modal transfer without restraint measures and what has to be done to achieve it and conversely the extent to which unacceptably low service quality is perceived if such measures are introduced without improved public transport. It is clear that the bus product as it is generally offered today is perhaps the least consumer attractive system of public transport, albeit the most widely used. What product development needs to be undertaken to fundamentally change this perception? Indeed can it be changed sufficiently? The paper will examine a theoretical approach, based on threshold analysis, relating consumer response to ranges of service characteristics and attributes. Existing and some new research sources will be used to test the theory. Key parameters will be identified which will need to be addressed in future development of urban bus products.
