Abstract: The debate among railroads and shippers is how to characterize open access, or is it perhaps forced or competitive access? The notion of allowing shippers a choice of railroads on single-service lines has been debated for years, but some recent rail mergers and not very adequate service level have increased tensions. Four rail transportation leaders discuss the issue in this article.
