Title: AUTOMOBILE FUEL EFFICIENCY: A MODEST PROPOSAL
Abstract: This commentary piece deals with the topic of automobile fuel efficiency (or inefficiency) and first discusses several (in the author's view) ineffective policies such as steep gasoline tax increases, massive new spending for public transit, and federally mandated ride-sharing programs, as well as efforts to mandate reductions of CO2 emissions in states such as California. Because the auto manufacturers point out that the costs of making their fleets more fuel efficient will be focused on them, requiring expensive redesign/retooling, it is suggested that governmental entities and other stakeholders pay the auto manufacturers to make their vehicles more fuel efficient. This could be done by giving the auto companies sufficient time to re-engineer their fleets while setting a goal of significant but attainable improvements in fuel economy, with a 1-time, sales-weighted lump sum payment to every manufacturer meeting the goal.
