Abstract: Urban traffic policy objectives lie in the reduction of the total amount of traffic through the promotion of a settlement structure of short journeys; in the redistribution of traffic from the car to urban public transportation, to the bicycle and own feet, by improving urban public transportation, by parking restrictions and by measures which care for bicycle riders and pedestrians according to their importance in respect to town life; by integration of the traffic installations into the townscape and by an ecologically friendly traffic control. Without interfering with the freedom of choice of transportation mode, the distribution of traffic can be influenced within a considerable range. The example of a conservative estimate for a smaller city results in a short-term reduction of car traffic. 21% of all journeys, respectively 13% of all driven kilometers. Even if all redistribution potentials are used, many main roads will still have to carry great volumes of traffic. Especially on these streets, compensating measures like streetscaping, street planting and the reduction of speeds are particularly urgent in order to reduce the inconvenience to residents and passersby. A specially important step towards town compatibility of traffic is the area-wide reduction of car speeds to 30 kmph in the whole town area, with the exception of some main roads. In addition to supporting measures, it is necessary to address the attitude of the car driver through publicity and traffic control, more than has ever been done before. This also applies to other fields; without a change of attitude, planning, constructional and administrative measures lose their impact. For the covering abstract of the seminar see IRRD 816535.
