Abstract: The FOTsis (European Field Operational Test on Safe, Intelligent and Sustainable Road Operation) project was developed by the European Union to address imbalances between the development of the vehicular and infrastructure sides of cooperative ITS (intelligent transportation systems) technologies. A number of recent developments have led the vehicular side of cooperative ITS to take the foreground. FOTsis was developed to curb the neglect of the infrastructure side of cooperative ITS. While many technologies developed for the vehicular side can improve safety and traffic management, the infrastructure side will allow for the full benefits of ITS to be reached. Focusing on road operators and traffic management centers rather than vehicles, the FOTsis project was developed to close the gap between vehicular cooperative ITS and infrastructure-based cooperative ITS.
