Title: HIGH-OCCUPANCY VEHICLE LANES--A VALUABLE TOOL IN THE TRAFFIC MANAGEMENT TOOLBOX. POINT OF VIEW: COUNTERPOINT
Abstract: This article begins by stating that the concept of high occupancy vehicle (HOV) lanes should not be discounted simply because a few HOV installations have underperformed. The discussion continues with comments on the actual performance of HOV lanes versus the public's perception of their performance, the studies that show that HOV lanes actually encourage the formation of new carpools, and the success story in the I-95/I-395 corridor in Northern Virginia. Concluding comments concern political pressure (the biggest obstacle to HOV lanes in recent years) and the bottom line--HOV lanes are an important tool in increasing the person-carrying efficiency of our roadways.
