Title: THE THEORY BEHIND ROAD TOLLS. NEW CLOTHES FOR THE ROAD LOBBY
Abstract: In the authors' view, the UK Department of Transport, faced with widespread demands from both within and outside of government for a reduction in road traffic, is looking towards toll roads as a solution. In this paper the theory of congestion pricing is reviewed, and the potential difficulties of using toll roads are outlined and other alternatives for reducing traffic levels are proposed. These include use of land use measures which reduce the need for transport.
