Title: THE DEVELOPMENT OF ETC SYSTEM USING ACTIVE DSRC IN KOREA
Abstract:With the dawn of the 21st Century, International Standardization Organization (ISO) is doubling its effort to develop standards for Intelligent Transport Systems (ITS) to provide transportation safety...With the dawn of the 21st Century, International Standardization Organization (ISO) is doubling its effort to develop standards for Intelligent Transport Systems (ITS) to provide transportation safety and convenience for people around the world and participating nations are also providing various forms of support to become a leader in this new field. When we look at the worldwide trend of active Dedicated Short Range Communication (DSRC) based ITS service pursued by ISO/TC204, a standardization of Resource Manager (RM) to secure the various usability of DSRC in various ways is underway and various types of systems are developed and presented for the commercialization of the service. In particular, Japan set active DSRC and Electronic Toll Collection System (ETCS) standards in 1998 and succeeded in developing ETCS based on the standards and a pilot service is provided from April 2001. Also it is trying to link the new service to the existing Card Navigation System (CNS). In Korea, the government policy to provide active DSRC based ITS service is being actively pursued primarily by local governments. For example, Daejeon City, a center of transportation in Korea, decided to employ active DSRC system in May 2001 to provide Advanced Traffic Information System (ATIS) services including Bus Information System (BIS) service and currently it is developing a ITS service program to provide various forms of DSRC infra based ATIS services during Korea-Japan World Cup in the year 2002. Jeonju City also decided to establish active DSRC based infrastructure. ITS related policies are being adopted on a gradual basis in Korea to improve the linkage of the roads and to provide more convenience for Korean people. Backed by the active government policy, the ITS industry in Korea proceeded with the standardization of active DSRC based ITS to develop equipment and in the year 2000 Telecommunication Technology Association (TTA), a private standardization group, completed the standardization process. Based on the established standards, many businesses developed and presented key components. This paper pertains to the development of active DSRC based ETC system, one of many ITS services, and introduces the system configuration of LG ETCS, its motion, system specifications and features. It also includes a structure of automatic toll collection system on toll way and a proposed network structure to cover the roads in the nation. Finally the paper presents its conclusion.Read More
