Abstract: The article describes the Strategic Highway Research Program and its efforts which have the potential to improve the quality and cost-effectiveness of U.S. roads. Two of SHRP's biggest projects are the formulation of performance-based specifications for asphalt binder and asphalt-aggregate mixes, and the development of experience-based equations to predict how a pavement will perform in various circumstances. The program focuses on preventing 6 common problems: moisture sensitivity, low-temperature or thermal cracking, rutting, structural failure from supporting heavy loads, aging, and poor adhesion between the asphalt and aggregate. High tech equimpent will be used for the testing programs. Another of SHRP's projects is the Long Term Pavement Performance program which will use 20 years of experimental data from more than 1,000 test sites to devise long term pavement performance equations to predict how pavements will withstand stresses.
