Title: THE INFLUENCE ON TRAFFIC FLOW OF COST AND TIME IN PORT
Abstract: The paper opens with a discussion of the factors which affect a liner owner's decision on which ports to use, the first of these being port costs; second, cargo handling costs and third the cost of the ship while in port: in broad terms the cost per ton is the simple controlling factor. Stevedoring and ship turnround are commented on and thirteen other influencing factors are discussed, including (1) which ports do customers require?, (2) to what extent is the port willing or able to permit the owner to run his own terminal operation?, (3) what is the labour relations record like? and (4) is the port contracting or expanding etc?. Next the author examines the effects of differential pricing policies on the traffic flows from an adjacent region to a particular port. In Section 5 the choice of Middlesborough by UKWAL (United Kingdom West Africa Lines) as an additional berthing port is described. Concluding his paper the author states that the most fundamental factor is that of productivity expressed in the form of the lowest possible unit cost to the shipowner; costs are the major element of which the shipowner is constantly aware.
