THIS INCREASING IMPORTANCE IS DUE TO A PHENOMENON COMMON TO ALL THE COUNTRIES OF THE WORLD WHICH HAVE OPTED FOR MEANS OF ATTAINING MINIMUM SOCIAL COSTS.
