Title: CAR OWNERSHIP IN 2015 SIMULATED WITH FORECASTING OF AIR POLLUTION BY CAR TRAFFIC SIMULATION (FACTS) 2.0 AND THE IMPLICATIONS FOR THE GOVERNMENT TARGETS
Abstract: With the Forecasting of Air pollution by Car Traffic Simulation (FACTS) 2.0 model, forecasts have been made of the ownership and use of passenger cars, energy consumption and emissions, up to the year 2015. These forecasts are made within the context of the three recent scenarios of the Dutch Central Planning Bureau (CPB). The results of these forecasts are then compared with the government targets for car traffic. This comparison shows that the government targets in all three CPB scenarios will not be attained.Calculations of the effects of several policies shows that it is not easy to reduce car ownership and use and thus energy consumption and emissions.Therefore to attain the government targets for the year 2010 drastic policies will be necessary.
