Abstract: This article examines suburban traffic congestion in Japan and explains why the current urban transport situation is unsatisfactory. The following factors are why Japan's urban traffic is unsatisfactory: urban road development is insufficient; population increase in the outer areas of cities has increased transport demand for railways; buses have failed to compete with private cars; environmental impact of traffic is increasing.
