Title: TRAFFIC MANAGEMENT: CONTROL OF MOBILITY AND ACCESSIBILITY
Abstract: Dutch traffic and transportation policy aims to facilitate business traffic, freight transport and public transport as well as to reduce avoidable car use. Traffic management can be an effective means to realise this policy. Other car users get less highway capacity. Examples of this policy are shown from three traffic plans from the The Hague region. Traffic management can play an important role in reducing congestion as well as in reducing the growth of private car use, even when the price policies are not implemented. A high quality public transport system however must be available before this policy is implemented. Successful implementation also requires close cooperation between local, regional and central government. For the covering abstract of the conference see IRRD 856918.
