Abstract: This paper gives an overview of a deflection based system for the management of structural maintenance. The system, designed for use on a computer, is considered in two sections. Section one concerns the creation of a series of data files to contain deflection, traffic and construction information for all roads within a network. Descriptions are given of the routines that can be used to access the data files and to validate the input data, process the deflection measurements, define sites, rank sites into priority order and estimate treatment delay costs. Section two concerns the development of maintenance proposals for individual sites. Features described include those that can be used to select the highest priority site, define treatment lengths, determine characteristic overlay thicknesses, identify lengths for reconstruction and present the structural maintenance proposals in summary and detailed form.(a) for the covering abstract of the conference see IRRD 815528.
