Title: Where to Put E-Screening Facilities? – A Regional Perspective
Abstract: This paper describes how Electronic screening (e-screening) is an important application of the national Commercial Vehicle Information Systems and Networks (CVISN) program for improving the effectiveness of regulatory enforcement, and the efficiency and safety of highway freight movement. As demonstration projects mature and agencies move to full deployment planning, taking a regional perspective for siting e-screening facilities can lead to regional benefits greater than can be achieved by the individual states. Regional collaboration for CVISN planning and deployment must focus on interagency communication on the technology choices and collaborative strategic planning. The paper presents a GIS-based approach, using the National Highway Planning Network and other existing data, to identify opportunities for regional collaboration on e-screening deployment that maximizes benefits along the Upper Midwest freight corridor. Fixed and mobile e-screening, along with the newer technology of virtual weigh stations are considered in this research. This approach analyzes existing weight stations, e-screening facilities, and characteristics of highway freight movement in the region to compare benefits of potential e-screening sites. Using the truck-shed concept, the methodology identifies potential locations along major freight routes in the region and ranks the locations through sensitivity of benefit-cost analysis to recommend priorities for deployment. A strategy for identifying mobile e-screening on bypass routes to mainline weigh stations is developed using network routing algorithms. Optimal set of patrol sections are identified that would encourage carriers to be in compliance with existing regulations.
