Abstract: A PAVEMENT MANAGEMENT SYSTEM IS DEFINED IN THE PAPER AND THE MAJOR ELEMENTS OF THE SYSTEM ARE DESCRIBED. FLOW CHARTS ARE INCLUDED TO ILLUSTRATE THE LOGIC USED, AND THE INFORMATION FLOWS. SEVERAL ELEMENTS ARE SINGLED OUT FOR MORE EXTENSIVE DISCUSSION AND A SUGGESTED FORMAT FOR EVALUATING ALTERNATIVE MANAGEMENT STRATEGIES IS DESCRIBED. THE MAJOR SUBSYSTEMS WITHIN THE PAVEMENT MANAGEMENT SYSTEM ARE DEFINED. EXAMPLES ARE SELECTED FOR BRIEF DISCUSSIONS OF CURRENT KNOWLEDGE AVAILABLE. THE PAPER EMPHASIZES THAT ANY MANAGEMENT SYSTEM DEVELOPED BY OR FOR AN AGENCY MUST BE CAPABLE OF BEING IMPLEMENTED. AN IMPLEMENTATION APPROACH IS PRESENTED AND CHANNELS OF COMMUNICATION AND INFORMATION FLOW IN A TYPICAL HIGHWAY AGENCY ARE DEFINED. IT IS SUGGESTED THAT IMPLEMENTATION SHOULD PROCEED ON A STAGED AND TRIAL BASIS.
