Title: The Metropolitan Adelaide Planning Review: a preview
Abstract: This paper attempts to provide a brief summary of what Adelaide might be like in the year 2020 as a result of the proposals contained in a recently prepared Strategic Plan, one output of a wide reaching Planning Review, commissioned by the Premier in March 1990. Adelaide's slow growth will mean that the form and character of the city in 2020 will be much as they are today, but with some important changes. The metropolitan area will stretch further to the north and to the south, but there will also have been a good deal of redevelopment and development at higher densities within existing areas, especially on surplus government land. If the new Strategic Plan is successful in strengthening the role of outer metropolitan centres like Elizabeth and Noarlunga, then it will reduce the need for people to travel to reach the services and facilities that they want and will lead, over time, to the achievement of a multi-centred and more energy-efficient city. People in Adelaide are still going to use cars in 2020, although these are likely to be smaller, more fuel efficient and less polluting, but more journeys will be made than at present by public transport, by cycle and on foot. In the short-term, most can be accomplished by improving public transport services along major routes into the city centre, by managing existing roads better, and by encouraging ride-sharing and giving priority to cars with three or four passengers. Gradually, these measures should be supplemented by the extension of the tram and guided busway routes, and by the development of better local public transport services, operated privately or by local councils and using mini-buses or other small vehicles. In the longer term, public transport will be supported by the development of more medium-density housing close to railway stations and to regional and district centres.
