Title: POLICE ENFORCEMENT OF DRINKING AND DRIVING LAWS: A SURVEY OF THE OPINIONS AND PRACTICES OF POLICE OFFICERS
Abstract: In order to improve police enforcement of drinking and driving laws, it is desirable to learn more about the knowledge and attitudes of police officers. A survey was conducted to investigate this aspect of the enforcement of drinking and driving laws. The survey was administered to 704 police officers (response 84%) from 52 police corps spread throughout the Netherlands. Some of the subjects discussed are possible accident causes, expected effect of various countermeasures including enforcement, factors which hamper enforcement, the relative importance of various police tasks, reasons for not requiring roadside breath tests even when alcohol use is suspected, road user strategies to escape detection, sanctions for DWI, the relationship with the Department of Justice, etc. The relationship between these various aspects of DWI enforcement was analyzed by means of non-linear principal components analysis.
