Abstract: This paper discusses the local, state, and federal governmental and institutional constraints to the implementation of light-rail transit. The experiences of the Dayton region are used in an attempt to draw broadbased conclusions and general recommendations applicable to other medium-sized urban areas. The planning process that led to the selection of the light-rail mode in Dayton is also described. /Authors/
